Which organization is responsible for social security in Uganda?
The Government mandates the National Social Security Fund (NSSF) Uganda through the NSSF Act to provide social security services to all eligible employees in Uganda. It is a semi-government agency responsible for the collection, safekeeping, investment, and distribution of retirement funds from employees of the private sector in Uganda who are not covered by the Government Retirement Scheme.
Can a refugee in Uganda access social security benefits?
Yes. In Uganda, refugees are entitled to social security benefits if they are registered with the National Social Security Fund (NSSF).
How can I register with NSSF?
The following are the steps for registering with NSSF:
- Obtain a refugee identity card issued by the Office of the Prime Minister (OPM) or the United Nations High Commissioner for Refugees (UNHCR). This card verifies their refugee status and serves as their official identification.
- Open a bank account: Refugees need to open a bank account with a recognized financial institution in Uganda. This account will be used for NSSF contributions and withdrawals.
- Get a job: To register with NSSF, refugees must secure employment in Uganda. They should have a valid work permit or an exemption from the Ministry of Labor, Gender and Social Development to legally work in the country.
- Obtain a Taxpayer Identification Number (TIN): Refugees need to apply for a TIN from the Uganda Revenue Authority (URA). This number is required for tax-related purposes, including NSSF registration. Read about the detailed application process here.
- Complete the NSSF registration form: You can obtain an NSSF registration form from any NSSF branch office or download it from the NSSF website. Fill out the form accurately and provide all the necessary details.
- Submit required documents along with the completed NSSF registration form to the NSSF branch officer or upload them to the NSSF website. These documents include;
- A copy of their refugee identity card
- Bank account details
- Work permit or exemption
- Tax Identification Number
- Wait to receive an NSSF card with your NSSF number.

How long does NSSF registration process take?
Once all the necessary documents have been submitted and verified, you are issued an NSSF number within 5 working days.
Can I register with NSSF using my smartphone?
Yes. You can register with NSSF using a smartphone if you have your Individual Number and phone number. This is how to do it.
- Download the National Social Security Funds (NSSF) App on your phone, enter your Individual Number (IN), fill out the application form accurately and submit it.
- A reference number will be generated and sent to your phone.
- Present this reference number to the nearest NSSF office within five working days. The NSSF officer will take your photo and thumbprints.
- An NSSF Card will then be issued.
